Hallie Shoffner Outraises Tom Cotton in Q2, Reports More Than $863,000 Cash on Hand as Grassroots Momentum Builds
Nearly 5,000 grassroots donors — including more than 3,000 Arkansans — fuel growing momentum to unseat Tom Cotton.
LITTLE ROCK, Ark. — Democratic U.S. Senate candidate Hallie Shoffner announced today that her campaign reported $679,139 raised during the second quarter of 2026, outraising Sen. Tom Cotton by $144,778 in the July quarterly filing with the Federal Election Commission. The campaign report shows a total raise of more than $2 million with $863,578 cash on hand, reflecting growing grassroots momentum behind her campaign to unseat Senator Tom Cotton.
Between April 1 and June 30, the campaign received 7,800 individual contributions from approximately 4,800 donors, with an average contribution of approximately $87.50.
More than 3,000 Arkansans contributed to the campaign during the quarter, accounting for about 5,000 individual contributions and more than $535,000 raised from supporters across the state. The average Arkansas contribution was approximately $107.
The campaign also reported no outstanding debt.
The filing comes just weeks after the U.S. Supreme Court opened the door to unlimited coordinated campaign spending between political parties and federal candidates — a ruling expected to unleash even more spending by billionaire-backed outside groups and Washington political committees. While those interests prepare to spend millions to protect the status quo, Hallie Shoffner’s campaign continues to be powered by thousands of grassroots supporters making small-dollar investments in a different future for Arkansas.

Shoffner said the campaign’s grassroots fundraising reflects a growing belief among Arkansans that this election will shape the future of the state’s economy, its family farms, and its rural communities.
