Hallie Shoffner Statement on Supreme Court Ruling Opening the Floodgates for Unlimited Coordinated Spending in Arkansas Senate Race

LITTLE ROCK, Ark. — Today, Hallie Shoffner, Democratic candidate for U.S. Senate, released the following statement after the United States Supreme Court struck down limits on coordinated campaign spending between political parties and federal candidates:

“Arkansas’s state motto is Regnat Populus — the people rule.

“But yesterday, the Supreme Court told billionaire donors and Washington political insiders that they rule instead.

“This politically motivated ruling opens the floodgates for a steady stream of money to pour into states like Arkansas and allows political party leaders in D.C. to influence our elections. And while some campaign spending may be dressed up through party committees and political organizations with patriotic-sounding names like America One, it is really meant to deceive, distort, attack, and most egregiously, buy elections. Arkansans don’t trust Washington, they’re tired of the negative politics that does nothing to lower their cost of living, and they know exactly where this money is coming from and exactly what it is meant to do.

“The billionaires want someone in the Senate who will do their bidding. They want someone who will vote for tax breaks for the wealthy while working families pay more at the grocery store, at the gas pump, and on their monthly bills. They want someone who will protect corporate power and approve billions of dollars in government contracts while small businesses, farmers, and working people are left to fend for themselves.

“That is why they are spending millions on Tom Cotton.

“Tom Cotton has spent his career putting power, party, and wealthy special interests ahead of Arkansas families. Instead of standing with the people of Arkansas, he stands with the people who can write the biggest checks, not the people working the hardest to keep their farms, businesses, families, and communities afloat.

“Arkansans have seen this playbook before. Outside billionaire networks and corporate-funded political groups like the Koch brothers-funded Americans for Prosperity have treated our state like a testing ground because our media markets are cheaper and our elections can be flooded with money more easily than in larger states. They think they can buy Arkansas. They think they can scare voters, distort the truth, and protect politicians like Tom Cotton from accountability.

“They are wrong.

“This campaign is about giving Arkansas back to the people who live here — not the billionaires, not the corporate special interests, not the dark money groups, and not the corrupt politicians in Washington who serve them.

“In Arkansas, we believe the people rule. And in this Senate race, the people will have the final word.”

Yesterday’s Supreme Court ruling opens the door to even more money in politics by allowing party committees to freely coordinate their spending with federal candidates and flood states like Arkansas with deceptive political attacks.

Arkansans are already seeing what that looks like.

America One Policies, a shadowy 501(c)(4) dark money group aligned with Tom Cotton, has to date spent more than $3 million in Arkansas and just recently placed a $567,000 media buy in Arkansas, continuing to attack Hallie Shoffner and shielding Cotton from accountability.

According to federal campaign finance filings, Cotton’s own leadership PAC, the Cotton Majority Committee, has transferred over $235,000 to a similarly named super PAC dubbed America One, with which he and the NRSC have joint fundraising agreements.

It’s enough to make your head spin — and it’s meant to.

The Cotton Majority Committee has transferred another $170,000 in joint fundraising proceeds to the NRSC during this election. And because of yesterday’s anti-democratic Supreme Court ruling, the NRSC can now dump this money right back into Cotton’s race.

Now, America One Policies and America One combined are spending millions in Arkansas to effectively try to buy the Senate race.

What does this mean for everyday Arkansans? Instead of a U.S. Senator working to address skyrocketing costs and protect farmers from a growing farm crisis, they are going to be met with millions of dollars in attack ads.

And the money trail does not stop there. The super PAC America One’s largest individual donor in 2025 was Palantir Technologies CEO Alex Karp, who gave $125,000.

Palantir is a major federal contractor with an enterprise agreement with the U.S. Army worth up to $10 billion. The Army has described the agreement as consolidating dozens of contracts into a single enterprise agreement that allows the Army and other Defense Department agencies to purchase Palantir products over a period of up to 10 years. Tom Cotton chairs the Senate Select Committee on Intelligence, a powerful committee with direct oversight of national security and intelligence matters. When the CEO of a company that depends on massive federal contracts writes a six-figure check to a super PAC helping Tom Cotton, Arkansans deserve to know why.

What is it they expect in return?

This is the type of corruption politically motivated decisions like yesterday’s Supreme Court ruling will unleash: more billionaire money, more corporate influence, more shadowy coordination, and more politicians like Tom Cotton doing the bidding of the wealthy and powerful while Arkansas families pay the price.

This is exactly the kind of politics Arkansans are sick of.
